Shop for a Long action Magnum chambered rifle, preferably an Ultra Mag. That's where I'd start. From there, concentrate on building a 338 Edge. Jim at Apache can put a barrel together for you for a very reasonable price, and do it pretty quickly. You'll have a hard time building a better 600 yard elk gun for the price, but you'll struggle to find brass starting out. It's up to you to decide whether you need the bells and whistles of things like Accutrigger and accustock, detachable magazines, stainless or CM. But when you're all finished with your build, you won't have any second thoughts on caliber choice. When you spec the barrel, pay the extra to get it threaded for a brake, you can add it later if need be.
