Yes, your Model 16 action will fit the short action B&C M40 stock. You will have to select the correct model depending on whether you have a top or bottom bolt release.
I have a Savage 16 Stainless Light Weight Hunter and I had a question. And yes I look around for the answer first before I posted this. This rifle that I currently have is in .243 and I want to build it into a coyote rifle that has a bit more weight to it and a better barrel. My question is can I take the action from this rifle, get a Criterion or Shilen barrel in a varmint contour with a NSS recoil lug, and put it in a Bells and Carlson M40 Varmint stock? I know I will need a new trigger guard and bottom metal for the detachable mag. I’m just hung up about my action being a 16 and not a 10. And yes the bolt hole measurements are 4.40.
Thank you

That’s what I was really hoping to hear. I can keep everything all Stainless and cerekote it so it doesn’t rust, and get a better barrel and stock.
Should I look into bedding the stock?
The B&C stocks have an aluminum bedding block, the purpose of which is to provide a drop in solid bedding surface. I have two of them and didn't do anything more than bolt in the actions and head to the range. Others on this forum may have an opinion as to whether or not you can improve on them with some additional bedding work.
What you have proposed is a fun and easy project to do. Something to consider however, your final cost will be very close to what you would spend on a new Savage 12 Varminter Low Profile which is all stainless, has a fluted heavy barrel, detachable magazine, and comes with a nice pillared laminated stock. They are probably hard to find right now as with most firearms. Before the pandemic, the street price was around $925. And, you would still have your 16 LWH intact.

I built a 7.62x39 out of a stainless LWH go look at my thread i cover everything from my custom barrel to the custom stock and everything between.

Is your rifle top or bottom release?
The Dunning-Kruger effect is alive and well.
good deal. that would complicate matters. did you mill it flat or just convert it?
