Congrats on the rifle! They're not nearly as common as the BA Stealth, and I love the looks and heft of them. Great for shooting off a bench or prone.
The brake is a 5/8-24. I find the design to be pretty effective myself.
Yes, you can ditch the MIRS rail and put a regular scope base on it. You'd definitely be able to to get probably $75 or more on Ebay for the MIRS rail, as they're pretty sought after and rare nowdays.
I have a BA LE in 308 and milled down the section of the rail that transitions between the top piece the scope mounts to and the forward horizontal rail for the night vision device. I have a Diamondback Tactical 6-24x50 mounted on it with medium Burris Signature Zee rings on it, and there is maybe a bit over 1/16" of an inch between the rail and scope bell. Most are using higher rings to get the clearance over the rail, and I bet you'll need high rings. The good thing is that the PRS stock works well with the higher rings. You may need to ditch the scope caps if the clearance is tight between the rail and scope though.
