Use the Burris they will do just fine.

I'm a new savage owner and just trying to get over the cheap feel of my new model 25 .17 hornet. I'm excited to try it out but need advice on what rings I should use I have a set of Talley rings or a set of Burris that will attach to the weaver bases the rifle came with? In order to use the Talley I have to remove the factory bases. In order to use the Burris rings they just connect to the picatinny style factory bases the rifle came with from the store. They're both 1" rings that will be holding a 3-9x40 Leupold VX1. Any help would be greatly appreciated!!

Should I verify the stock bases are torque down to at least 20inlbs?
If you bought it new from the sporting store, I see no need. I have two of there model 25's in 22 Hornet with Burris signature rings on them using Vortex 8-32x50 on them they work great.

Are the Burris rings you use the type that attach to the mount like the picatinny style?
Yes they are, they are 30 mm rings that have the difference inserts. I have six sets of them.

I purchased these hopefully they have torque specs
For 1" scope tube they will work just fine. I use these same rings on my rifle. Work great for me

What did you torque them to?
20 in lb then 25 in lbs called it good went to the range fired 5 rounds rechecked torque good to go.
