You don't have a stagger feed, it's a center feed.
I am in the process of building a 450 bushmaster from a 110 short action. I am having feeding issues and wondering if anyone has any experience with this. It is a detachable mag and can only get two rounds in it. The bolt hits if I have three rounds.

It's staggered
The rounds appear "staggered" but if the magazine is detachable it is considered "center feed" in Savage parlance.
I had one on a staggerfeed striker and a centerfeed short action dbm. It would only ever feed the first two rounds from the mag. I could never figure out why.
It's a 110 short action, not a later center-feed short action. It will most definitely be a stagger-feed.
RIF!
Since the 450 is based on the 284 Winchester case, the diameter is a little larger than that of the 30/'06 based cartridges. It probably wouldn't take much work to reprofile the follower to add enough clearance to get that 3rd round in. We have the same problem with the WSM's - you can't close the bolt with three in the mag and one on deck.
