Really depends on bullet selection. If he is using 140 Amax seated to the lands...he will have to pull the bolt on a short action. 142 Sierra, maybe not.
6.5x284 built on a short action ? If so is it feeding/ejecting empties OK ? I see the 12F class in 6.5x284 is built on the SA.......I realize that loaded rds may have to remove the bolt to remove the live rd...have a buddy that wants to build a 6.5x284 repeater for LR target/game rifle.....less than 10# w/glass....

My kid brother built up his 6.5X284 on a Small Shank Long Action. Feeding has not been an issue and it allows him to seat his bullets way out there and still use the magazine.

Not sure how a fat 284 cartridge will feed from a magwell....imagine a centerfeed might work the best???
My 6.5 -.284 is on a long action but it has a short magazine box, (originally a .308) 140 Bergers seated to the lands will not work in the magazine. The only bullets that fit so far are the 125 grain Partitions but my 8 twist Broughton barrel doesn't like them too well.

If it were me, I would build it on a WSM short action. After all, the 284 is the original short mag. Between having CRF and a mag box that is designed for short fat rounds, I don't think that you would have any feeding problems
