If i machine down the front of the action and put on a standard recoil lug can I fit the Axis action into a stock that is designed for a Model 10 Action?

I don't think it would fit into a short action stock. The Axis action are all the same length, long action. Tthe magazine and trigger guard are different between the short and long action rounds. IIRC, the screw spacing on the Axis is different than the 110/111.
Swissfan is correct. About the only thing similar between the Axis and either the 10 or 110 when it comes to stock inletting is the action diameter.
I did one many years ago , I moved the front action hole forward, cut the rear so the trigger hanger would fit
made a single shot follower , used a sss recoil lug ,had to make a jig to hold it
turned out nice , would I do it again ? NO
