I am far from an expert. But a quick run through a ballistic calculator using the load data from federal GMM 168grn MK shows your drop at 1000yrds to be approximately 43.8 MOA. Also your projectile will be sub-sonic at that range so it won't be very accurate. Of course there are other loads you can use that will produce different ballistic coefficients and velocities, but for an example I used one of the most popular off the shelf rounds. I would say yes, get a 20 MOA base.
