After reassembling my bolt on my Stevens 200 something just seems off. The washer doesn't seem to be flattened completely and there is a bit of play. What am I doing wrong here

Most of the pictures I've seen online show the baffle washer being completely flat and the baffle being flush. I just want to make sure it is assembled correctly for when I check the headspace on my barrel

IMHO it look like you need to disassemble the bolt and flip that washer over.
I don't think it matters which way the washer goes, but after looking at it again, I do see why you think the washer is not compressed enough. The thing is, it's not something you can mess up. The length of the shaft on the bolt head (or the placement of the hole for the retaining pin ) determines how far out it sits. If it worked before, it will work just fine now. It ain't adjustable. Of course, if you replaced the front baffle with one slightly shorter, it would cause the washer to not be compressed as much, but it (the baffle) would not change the overall length of the bolt assembly.
I'm with Rusty. The cross pin may be in backwards too.
The Dunning-Kruger effect is alive and well.
