I would like to build a custom bolt action gun based on a Savage (like model 10 or model 11) short action.
I don't have a specific donor gun. What is the best way to get an used action without overpaying? Do I have to buy a used gun or can I find an action somewhere?

You are right. I just sent a private message to mike21, offering to buy his action.
The way I did it was to go to the LGS and they happened to have one in .30-06, I think it was around $300 with iron sights. Then built the .243 off that. I believe it was a trade in after they ran some deal on Thompson Ventures and offered some deal on a trade in. Keep an eye peeled. It's like everything else, when you need one, they aren't around, but when you are just out and about, they are everywhere.
Have always found the cheapest way to get a NIB left-hand short-action Savage action is to go into the shop and get one off the shelf.
Other routes cost overnight Fedex delivery.

For everyone else the cheapest new option these days would be buying a Trophy Hunter, and if you want stainless you're only option is a 16/116 Weather Warrior. As for the used market, there's plenty of long actions out there but shorties are few and far between - especially newer centerfeed shorties.
I've actually decided to just start using the Axis actions since I can get into them so cheap and they're every bit as good (and in some ways better) than today's 110's since Savage has cheapened them up some.
