Just like I thought you are sending them over 3800+ fps, so with that 9 twist you are spinning them well over 300 thousand rpm way to high, so with the 3 powders that you have try 32gr and see what you get, you need to be around 3400 fps, it also could be that your barrel just doesn't like those bullets, you might need try to heavier ones.

PS: I have never known anyone get good groups of of one of those contraptions.
