If you are talking about "factory" barrels, it depends upon the bullet, but my guess is that you will run out of throat before mag length.
If I purchase a Stevens 200 in 243 cal. And the magazine is not long enough to load Berger VLDs -without seating them deep into the powder colum, would the cutout that is machined in the receiver be long enough to allow me to switch the 243 mag Box out and replace it with a 270 mag box? Would the stock have to be modified?

I'm a firm believer in the theory that if it bleeds, I can kill it.
Why don't you put together some dummy rounds with the bullets you intend to use and see how long they are? My SF mag box is 2.9" and I can seat 140 grain Bergers to touch the lands in my 6.5 Creedmoor. Hope that gives you some help with your project.
