I found a smith about an hour away that will do it for less that the price of the action wrench.
Take it to him next week.
I am trying to restore an Arisaka type 99 that I have had for some time. Now that I am retired and have a little extra time I have started the project.
The biggest problem is the barrel needs to be removed and replaced. Would the Savage action wrench work on this action?
I see Wheeler makes two different wrenches, one for Savage and Rem 700 and one for Mauser type actions with a flat bottom.
The only flat spot I see on the bottom of the Arisaka action is right behind the front action screw lug.
I will try to post pics later if that helps.

I finished the project for now. I did not refinish the stock because I wanted to leave the battle scars as they were. I did however, reblue a lot of the parts I bought because they were in pretty bad shape. I just used Birchwood Casey's Super blue. Thought it turned out OK.
