You aren't going to get hang fires with 4895 or 4198 neither is a "slow" powder which is what causes hang fires. I also don't think you are going to get a huge fireball with 4895 or only 80% burn.
I would go with light loads of 4198 or 3031 as I mentioned before (I load as light as 28 grains of H4198 behind a 400 grain cast bullet in the 45-70 with no problems).
The hang fire/secondary ignition thing comes when using slow powders in the big cases (like 4831, H1000, 870, etc.) not with the relatively fast/medium powders used in the 458.
No need to go with the short case for the velocity you want - like we said before, use some 45-70 data and you will be fine.
The 458x2" requires that you either A) inside neck ream after you trim or B) fireform 350 rem mag and trim cases - the freebore firing it in a458 Win chamber will certainly not help accuracy.
