In a Savage bolt there is whats called the "cocking piece sleeve", it rides on the face of the BAS ( bolt assembly screw). Every time the bolt is rotated the BAS rotates and the sleeve remains stationary resulting in a friction point between the two parts. The "lift kit" is typically a shortened 38/357 case with a ball bearing secured ( glued) in the primer pocket to reduce the contact area between the BAS and sleeve thus reducing the friction.
Do you need one? Yes and no. Depends if you satisfied with the operation as it is now and your not getting excessive wear between the parts.
