According to Royal's book, Savage didn't start stamping the serial numbers in the forearms until about 1923 and they dropped the "18" off the year in about 1920/21. Your serial number dates it to sometime in 1921. The 1899s did carry a screwed on forearm but the takedowns had a square bushing installed to assist in barrel removal.
Great, then my 99 is a one-off and worth thousands of dollars as it's original butt plate has the serial number stamped on the underside.
