According to Royal's book, Savage didn't start stamping the serial numbers in the forearms until about 1923 and they dropped the "18" off the year in about 1920/21. Your serial number dates it to sometime in 1921. The 1899s did carry a screwed on forearm but the takedowns had a square bushing installed to assist in barrel removal.

Seriously, chuck that book right into your trash can right now. Every one of my rifles under that date are stamped on the forearm except for model 1895's which only had the butts and buttplates stamped.

Great, then my 99 is a one-off and worth thousands of dollars as it's original butt plate has the serial number stamped on the underside.
