Book data is a general guideline and isn't carved in stone. Powder burn rate varies from lot to lot, they don't tell you what brass or primers they used, they might have had a barrel with a slightly tighter or looser bore than yours, they don't say whether they were using a FB or BT bullet in their testing - lots of variables. Look at several different manuals and you will see the recommended max for a given powder and bullet can vary by a couple grains from book to book. Every gun is going to be a little different as well as olddav was eluding to above.
