Wow, you've got quite an outfit there! You are going to have to shoot 10-shot groups to know what to do. One group of 5 shots, with groups this tight, is not enough input. That said, load #3 has great vertical, and the horizontal may be taken care of by a powder change, maybe 0.1-0.2 grains more, if that's not too high for the pressure, and/or a seating depth change. Whang away! If you can measure bullet jump, vary that from 0.020" in 0.005" increments down to maybe 0.005" jump. Some people seat the bullet into the lands 0.005-0.010", but sometimes the bullet can get stuck, and empty the powder into the action, if you have to extract an unfired round. Throat length may not let you seat the 69 gr. bullet that far out, but you really don't have to do much from this point.
Is that a 7 twist barrel? If so, have you tried 80 gr A-Max, 77 grain tipped match kings? That rig seems kinda underwhelmed with a 69gr.
Are you looking to drill PD's or paper?
Groups 2 & 3 are fine so settle at 25.2gr. and call it good. Seat those same loads .002 - .005 deeper and it will tighten up the horizontal.( probably closer to .005)
Vertical is usually powder charge, horizontal is seating depth.

It is a 7 twist,with those 69 bthp,I have them set at 2.300 and there still .095 from lands,I can't get any closer
