A big advantage of using 30-06 and 308 as a base round is the availability of high quality brass. As far as dies goes, I would go straight down from 30-06 to 6.5-06. While you can neck-down in steps, this would require a resizing die in say a 280 or 270. For me, I won't purchase a die I have no real use for. I would buy this die set:

On a side note, you can just use the 2 die set. Most folks will recommend to neck size a cartridge once it's been fired in your rifle.
