Assuming the shooter is not a variable; can a custom Savage be built in a way that it will shoot consistent sub 0.25 groups?

1.I’m thinking that the Savage action wouldn't allow this kind of accuracy. A custom action might be required (with tighter tolerance and a shorter lock time).
2.If you think the Savage action could allow to achieve this kind of accuracy, then how would you build the rifle?
Savage target action for more rigidity?
Timing the action?
Different trigger?
Prefit barrel vs Custom barrel?
Chassis stock vs aluminum bedding (like a B&C A2)?
