I can't help you with the comparison as I only have the Hornady dies. All I can say is I have the Hornady dies in .17 Fireball and now the .17 Hornet and they both do a fine job of reloading for me.
I've have both Hornady .17 Dies and RCBS Dies sets, it seems that the brass that I sized with the Hornady dies, bullets have seated better, and there tight in he case? I have had problems with the ones that I sized with the RCBS die.
Anyone else notice this?

I have Hornady dies on back order from Midway. At 1st they were back ordered until July, then November, now they have had 3 dates in December. I have plenty of factory ammo but Dave got me wanting 25gr pills. Darn you Dave.
