    Between the 270 and the 30-06 there should be no difference for your build since the only difference between the two is the barrel which you will be replacing anyway. Pick the one in better shape or with the features you want if they're not identical other than calibers.

    so i can use either one of these if building the gun in a 260 rem? They are both long action. What else will I need besides my action, stock, and barrel? Thanks.

    You don't "need" any other parts aside from what you listed. If the gun you're using is pre-accutrigger, I would recommend a Sharp Shooter Supply replacement trigger, as well as a SSS recoil lug, and maybe a different bolt handle (the factory ones are like play toys).
