I'd recommend the 2 step process. Instead of an expensive bushing die, look at some of the cheap full body 223 dies, friend had a Hdy that put the necks at .237", good enough for the .224-.228 second step and preferred preload. 10-12 thou a step should work fine. Neck thickness will vary quite a bit from brand to brand, final will depend on your brass brand. If you choose range brass or surp, probably want to separate brands.
