Have a rifle that has me stumped.

The particulars about the gun:

Bought used from Chain Store, No shot/PM history
Savage Stevens Model 200
Factory .223 Bull barrel
Factory adjustable trigger
Factory Stock (Not the junk Axis Stock)
Vortex Crossfire II Scope (Latest install)

I have tried:

Checked the crown and could not see any damage.
Friend ran a bore scope down it, nothing popped out at him
I cleaned the barrel numerous times:
Butch’s Bore Shine: No signs of copper/carbon fouled

Have installed:
Millet Tactical 6 screw rings
Burris 1" Signature Zee Weaver-Style Rings and .020 and .010 offsets in the
rings
3 sets of base’s
3 different Scopes
Factory and reloaded rounds

Problem:

On all range trips to try and get this thing shooting good, I ended up
running out of windage and elevation on the scope(all 3) and the gun still
shot 3ft to the left, and 2ft low @ 50yrds!! Yep that's right, 36" left
and 24" down!

The best I could bring it in was 18" left and 6" low @ 50yrds (With Burris
Signature Zee Weaver-Style Rings and .020 and .010 offsets in the rings).
Each time I pulled the bolt and looked down the barrel and could see the
green dot on the cardboard and then looked up at the scope and it was just
about dead on.

Thought the action might have not been drilled and tapped correctly so I
put a 3ft straight edge down the center of the base’s and measured the best
I could down the barrel to see if it did not run true but this all checked
out.

Here are some pic's... could this be the problem

Muzzle Left

Should this be the problem, I wonder if Savage will even look at it???

What is so disturbing is that even though the thing is shooting 3ft left
and 2ft low it still has less then a 1" MOA with 5 shots!!!

Any one have any ideas???

Thanks in advance

Update:
I Changed the Barrel out to a 300aac Blackout, ran the scope back to
factory settings and it shot dead on!
Only took one round to site the scope in...

Still would like to know what the problem was...

Just for chits an giggles put it in some v blocks or roll it on a table to see if it is bent. Never seen a stevens bull barrel...! If it didn't have a Stevens stock or Axis stock(i don't know how it could) What makes you believe it is a stevens and not a savage? You might have a frankensavage that someone dumped.

Could the scope mounting holes on the action be drilled off center?

Says he checked that with a 3 ft straight edge.

Yep, missed that.
Measured three barrels that I have just to get a reference and all of mine measured symmetrical.
Can't wait to see what you find out.

I have not run the serial number yet, I was just going by the barrel that has Stevens Model 200 stamped in it (I know it could have been changed out) and the bolt that has Stevens, again could be changed out from original. It has the adjustable trigger that the Axis does not have. I have a couple of Axis with the limbo/flex stocks and this is not one of them(Action screw distance is different also) I guess I will have to get Savage to tell me what the action was born as to be sure.

Hmm, Stevens Bull Barrel. Learn something every day.

If one barrel is G2G and the other is not...my opinion is the barrel is off somehow. .011 is not good but I dont think it equates to x feet off.

Threads may be of axis or it may be bent. Did you check it for straightness yet?

Run your serial number through the Partfinder on the Savage website....then you will know what it started out as from the factory.

Have not had a chance to roll it to see if it is bent....

According to Savage website it started it's life as
MOD 200XP 223 REM VARMINT BLK OX

And came with this barrel:

BBL 223-5.56 TARGET/26 VR - P/N: 100915

Only place I've ever seen carry 200XPs is Gander Mountain.

I was thinking that someone else had posted here once with a Stevens 200 that had a factory Varmint barrel on it, and the concensus was that those were a run for a chain store (Garnder Mountain, Cabela's, Dick's, etc.). Got me stumped on the bore measuring off like that. Check a couple of my factory savage varmint barrels and they are within .001" by my cals.

The chamber may be off center of the centerline of the barrel. couple years ago I saw a Howa off at the muzzle by about .065 & .040 at chamber. A barrel in that condition will not shoot accurate.

It's not unheard of to shorten a barrel and find that the hole through the middle isn't centered.

I did measure the chamber and it measured 0.353 and the right was 0.344 difference of .009

I guess I can not complain real loud...I bought this rifle for its action only. (Price was real good) But I do wished it would have shot better then this in case I want to go back to it later on.

With the 300 Blackout varmint barrel on the action, it's shooting GREAT!
