Tons of adjustment needed to zero scope

I mounted a Sightron SII big sky on a newer savage 116 the other day and took it to the range. The current set up is weaver bases and signature Zee rings. I couldn't even hit paper at the closest of ranges. My windage is perfect but the elevation is waaaay off. I put 20 MOA offset inserts in both rings just to get it even close. I haven't shot it yet but got it bore sighted. After bore sighting, I only have 11 MOA of up left in the scope. I tried reversing the rings from to rear, but there was no change. Any ideas.

i think I figured it out. On a whim, I swapped the bases front to back and it seems to have solved the issue. Still need to shoot it, but it seems ok
