Guesses follow:
Perhaps slight difference in
a. chamber size and shape (might cause variation in pressures)?
b. groove diameter?
c. bore diameter?
d. slickness of the barrel (slight roughnesses, burrs, etc...)?
e. type of metal? (not sure on this one...but different steels may have different coefficient of friction...don't know if that would affect it 130 fps, though)
130 feet per second in only about 88.6 MPH, so perhaps you should only use the Remington from a fast moving car to make up the difference.
