As long as it clears everything your good to go.
I swapped out the scope from this 223 Edge package and though the scopes were identical in size the bolt clearance is super close and wondered if this is correct or do I need to replace the bases & rings for more clearance ?

As long as it clears everything your good to go.
Your clearance looks good, but you might get a tactical bolt handle which will be about 1/2" longer so you have more hand grip when working the bolt.

Bolt and handle appear to be a bit different on the Edge/Axis. Not sure that you'll be able to find an aftermarket one. I personally wouldn't be concerned if it doesn't hit the scope. Based on your pics, the clearance appears to be more than adequate. I certainly wouldn't try to raise the scope any higher, cheek-weld and the ease of consistently shooting the rifle well would suffer.
What base is that ?
Look like the basic 2-piece that shipped with the rifle.
*UPDATE* Though a little tight with bulky glooves everything has worked out great - I even was lucky enough to take my first Coyote with this rig
