Oh, that's sweet!!!! It's very close to the configuration of that Hayward "Harlem Hellfighter" 1899H that sold at Rock Island a couple weeks ago. This one looks more original, perchbelly stock and front integral sight base are both appropriate for 1917..
It's a Savage 1899 Model 250-3000 with B "flame" checkering, fancy wood, D engraving, and "Damascening of action (bolt and lever)" - which is the jeweled bolt and lever. Buttplate almost surely a replacement.
It might letter as a Victor Grade, though a Victor Grade should come with name engraved on the bottom, the Victor never explicitly was listed for the
250-3000 (though Savage would have sold one if you wanted to pay for it), and catalogs listed no mention of a jewelled bolt/lever.
Absolutely gorgeous! I love that flame checkering, and D engraving is beautiful. Gotta love the tiger!
Edit: with all the extra work I'll bet this went out in 1917, but by serial number it would date to 1916.
