What are some good options to improve the bolt? Mine is very rough. Wouldn't mind a better handle.
I've seen a bit on the extractor, but not that concerned with that.
Primarily looking for something to improve how smooth it opens and closes as well as how it extracts from the chamber, since it basically doesn't now.
Not sure I can really fix the extraction issue unless it somehow isn't clearing the lugs for some reason. But that's another question.

It's an Axis...it will never be that smooth. You can cut the bolt knob off and thread it for a better one, I have done several. Polish all the metal on metal contact points without taking material off. You can also stone the raceways for the bolt to ride on.
I never understood why they used the Axis platform for a "Precision" rifle package...guess the price is right. It can still be accurate as hell, but refinement will be lacking.

You can get a new bolt handle, I forget what company I got mine from, but it won’t do anything for your other issues. Mine isn’t bad as far as opening/closing. Extraction? Terrible! If you open the bolt, and make sure it’s all the way up, and pull it back just right it works fine. If you baby it at all, and try to do it slow and smooth, it’s not gonna extract the case. But I’ll say it again, it’s so damn accurate!!!! I took mine out Tuesday, to test some different hand loads. The worst group I shot was under an inch at 100 yards. In fact it’s almost hard to tell which loading is the best sometimes, because the difference in group size is so small, it’s as likely to be a bad shot from me, as it is to be a bad load. If I don’t run them across the chrono, it’s a waste to test them. I had 6 rounds left in a box of Hornady Black (140 grain HPBT) in my range bag, so I sent them down range before I left. A group of 6, factory ammo, at just under .3 MOA. Just can’t beat that!

Interesting, mine is basically the opposite of what the OP described. My bolt lift is smooth free of grit and resistance is linear. I have to run the bolt slow or it throws the brass off the bench! So far can’t get consistent accuracy, most groups 1.5 moa only a couple were less than 1 moa. Chambering is loose to the point I think the headspace is closer or past the no go gauge spec.
The wrong lubrication can make the bolt operation feel like crap. Using Kratex can smooth some of it. Running the bolt dry is an improvement. Cleaning the action lugs and the bolt(inside and out) very well helps. Add a touch of ep grease to the rear of the bolt lugs can help but collects dirt.
