Savage model 4 cock on open question

First of all thank you for the input in advance.

I recently acquired a Vintage Savage model 4 bolt action rifle .22 short long and long rifle. Not in the best of shape but it is serviceable and honestly i like character if you take my meaning. The problem i have is that when i go to cycle the bolt you open it, the bolt cocks and then you have to pull the trigger to get it to open to eject and be ready to fire again. Is this the normal function of this model?, all i have been able to dig up is that the early model 4's were cock on open.

I have been troubleshooting with some 22 snap caps and on disassembly nothing seems to be out of place, missing or, damaged.

I'm not familier with all the changes made to the bolt action over the years but I have some from the early ones with cocking knobs with pull & twist safety's to the later ones with the speed locks, I have never found one that act like you describe, I do not think it's correct but can't tell you more thatn that.
