Where did you buy it? That is where I would go.
Sorry, typed a bunch that is probably not of use to you.
Is this a new rifle? Did you clean it well (including chamber) before shooting it? That may be a cause of a 'tight' bolt.
What is 'loose' on the forearm. The factory plastic stocks are known for being flexible so if that is the issue there is no fix except a new stock.
If the rings are loose then that is likely your shooting problem. Easy to fix if you can wield a screwdriver/allen wrench.
Loose rings and forearm will definitely screw with accuracy.
I would start with tightening things up.

Check front action screw, it might be a tad to long. Losen screw to see if is binding on bolt head.
When you say the bolt is tight, do you mean it is hard to get open after the shot?
