I bought it just because I had mever seen one before.
I'm no collector but I could not find any images or mention of such a thing. I looked through schematics and old period advertisements of a dozen variants of the model 1899 and none showed anything similar.
If it is a one-off custom it looks like a very good job.

It looks factory, but I can't find it anywhere also even it the Royal book.

How did the Germans get it flush with the receiver?
It is definitely not a "bolt on" accessory.

Looks similar to the folding sight on the tang of some Mannlicher Schoenaur rifle, which was a factory option.
