Is there a question in there somewhere?
Measurements are taken outside, then deduct bullet diameter. More consistent/accurate, as you can't precisely eyeball the center of a bullet hole.

Bullet holes in paper vary a lot, are NOT the size of the bullet. Measuring edge to edge and subtracting bullet diameter gives error readings.
    Measure center to center.

No no no....you measure outside edge to inside edge and eliminate the need to subtract anything.

This only works with groups where the furthest apart inside edge is visible. Even I shoot a lot of groups where it ain't.

And that's exactly why it's the BEST way - because then you can fudge the numbers and no one can prove otherwise. hahaha
