In boyds heavy barrel options only short action is listed. from what I have gathered all axis rifles are long action so why is boyds listing short action for heavy barrels?

Drybean is right. Your friend has a "short action" axis.
The only difference in the stock is the trigger guard is larger to hold the smaller magazine. So Boyd's short action is the right one.
