The 6.5 Creedmoor was developed around a 28" barrel. My first rifle in 2008 had a 28" and I liked the length as I could get good velocity and not have to push the rounds hard. I still use it for the most part. My current barrels are a 27" and a 28" and I have another 28" that I just sent to get threaded and chambered. I am getting 2880fps from Factory Hornady 140 ELD ammo and my handloads are 2850fps and with the new 147 ELD-M with it's .697 BC I am at 2825fps. For a target rifle I would recommend nothing shorter than 26". I run my rifles in PRS matches and have no problem getting them around through obstacles.
