Where is the flyer in the string? Is it different every time? What weight barrel? So many questions,so many variables.

I' d be checking everything as far as tightness. Stock screws and all scope mounts/rings. Is the scope new? Did you install the barrel?

You're either on the edge of a node or your forend is not exactly at the same place on that shot or your cheek weld is inconsistent or even the way you shoulder the rifle.

Or this is as good as it gets which isn't bad anyways.

I know I wouldn't be happy with that! There has to be a good reason, just got to find it.

If you have sling swivel studs, take them off & see what happens. Assuming your shooting off bags.

If reloading; primer choice, primer seating, neck tension, powder choice, width of the powder accuracy node/powder weight-volume variation.

Looking at your target it could be a couple of things, your breathing or your load is off a couple of tenths of a grain.( velocity)
I also see more horizontal drift than verticle and that is usually seating depth, try going a few thousands deeper and every thing should tighten up.

what are your velocities and extreme spreads?

i shot a lot of 7828 in a 260rem and the best groups i could get were about what you have here minus the flyer...also 7828 is not the best powder for a 243 and i doubt your going to get much better out of it than what you have even if you get the flyer to shoot in the group...as said above the flyer can be caused by several things but id start by switching powers if it were me...i know its hard to find but H4350 would be my first choice..next would be H4831sc then RL-17 IMR4451 or IMR4350.

H-4831/4831sc is my go to powder for the 243win with the heavies. So far no other powder proved more accurate.
