All 1899/99 rifles use Stock bolt washer?

My 1899/99 transitional model, does not have a washer between the stock bolt, and the receiver. Did all of the models use a washer, or not?

Thanks for the help...the washer appears to be concave; does the rounded face go towards the receiver?
