Considerations for Scope Rails on Target Actions

Are there any special considerations when putting a rail on a target action or other closed top receiver to handle the recoil of larger cartridges? I know some rails are machined in such a way as to interface with the ejection port and act as a sort of recoil lug but doubt that would work with a smooth top receiver. I have found mixed opinions on upgrading to 8-40 screws.
