Try shooting some S&B again (or any other brand) and see if the issue persists. Could just be the PPU brass is a little out of spec.
At the range today, I shot some PPU 45gr soft point ammunition. It shot well, but three out of twenty did not extract when I operated the bolt. I closed the bolt and tried a couple of times to get the brass to extract, but that didn't work. I have a short length, approximately 6 inches, of brass road in my shooting bag. I dropped it down the barrel and the empties popped right out, no problem.
On my previous trip to the range, I shot some S & B and some Hornady 35gr ammunition and had no problems with extraction.

It's been a while since I've shot my Hornet, but I did have trouble with some brass in the past doing just that. The rim on the brass was too thick to reliably fit under the extractor. IIRC, about .010 thicker than normal. Poor quality control.
I sold mine for the same reason
