My first thought would be that a scope base mounting screw is too long, or in the wrong hole, and is protruding into the front base screw hole too far and interfering with the bolt lugs.
My buddy just bought a stainless synthetic stocked model 12 in 22-250 and it wont fire.
By looking at it the bolt isnt closing all the way. It only goes down 1/8 of an inch into the bolt handle groove in the stock and action.
What would cause this? I am not familiar with these rifles but they arent that complicated.
Are these factory test fired ? Any help is appreciated. - A ???

Yep, that was it. There was a curious mark on the bolt and I removed the screws and it closes all the way now. Thank you.
Kind of a "Duh" moment.
Don't worry, we only the answer because we have all done it ourselves.
More shooting, less typing.
Next time it will be the front action screw has been tightened too much. (no kidding)
