difficulty closing bolt with new bolt handle

I'm sorry if this has been covered before but I couldn't find anything covering this specific problem.
I recently got a tactical bolt handle from SSS for my model 11-based project, and i'm having some problems with bolt closure.
if i just finger-tighten the bolt action screw the action is nice and smooth.
if i apply an allen wrench and stop when it just first barely gets snug, the action is still pretty smooth, but the BAS will work itself out from cycling the action. I would imagine live rounds would exacerbate this problem and potentially cause a safety issue.
if i snug the allen wrench down with a moderate amount of force (like maybe 15 lb/ft of torque? as a guess) it stiffens up quite a bit.
if i tighten the BAS down anywhere near where the factory had it, the bolt will not close at all.
bolt lift is not affected. only bolt closure.
is this a known problem? can I alleviate this by carefully grinding a small amount of material off the BAS, or will this cause other issues?

You might want to try bolt lift mod, http://www.snipershide.com/forum/ubb...Number=1660661.
Then either mill off the bolt or the black cocking tube.
