Anything causes friction, whether or not the "added" friction will be an issue is at best debatable.

I'm a firm believer in the theory that if it bleeds, I can kill it.
With mil-spec pulled bullets what you have on them is the sealant. Unless you are going to try to make match grade ammo (won't happen with pulled bullets) the tar looking sealant will hurt nothing.
