The people in charge of the forest service are anti-access, IMO they don't want anyone to use anything, especially hunters! The proposed laws are simply another plot to deter usage of the resource. They have put up locked cables and gates in several places around here to cut off access. In one popular hunting area they put a cable across a road so close to the highway that there is no place to park other than the ditch. There was a spot that I liked to turkey hunt that they did a controlled burn in two weeks before spring turkey season started, then in the same spot they hired a local contractor to build a mile of road down a ridge in the middle of turkey season only to put a locked gate across it.
The only justification I have heard for any of this was to keep the meth cookers out, I doubt this works very well.
