I was wondering if an increase in the OAL of a cartridge requires a corresponding increase in the powder charge to get the same velocity.

In my .30-06 when I decreased depth by .015 I got an increase of about 20 fps. Increase of OAL should have the opposed effect. Like blue said, get a chronograph. I got a cheap one from Midwayusa. Gives you a better idea of what is going on with your handloads.
