Is the objective the crosshairs?
I bought a vortex viper HS that I put on a gun shooting 1/2 to 3/4" groups
After putting vortex scope on the best the gun shot was an inch
Most of the time closer to two inch groups
So I sent scope off to have it checked and this is what the packing slip said
Reset parallax at 100 yards and secured objective in place.
Tested and checked all functions
Does that mean scope was not holding zero and they fixed it or that nothing was really wrong I'm a little confused

No the objective is the big lense on the end.
if anything is loose it will affect groups. Also if parallax is not set properly you'll have grouping issues.
If they sent it back it should be good to go.
I dont recall if all of vortex lines are sensitive to torque value of rings but you might want to call vortex and ask what they recommend for your specific scope as you may have damaged it the first time from that.
I uses a torque wrench
25lbs per inch
Vortex said that was fine

Instead of asking the internet...why not contact Vortex for the answer? Unless someone on this forum works for Vortex, I'd say no one is going to know the answer to your question.
On a side note...Vortex is very proactive with their CS/warranty. I had to use their warranty once and was sold on the CS/warranty.
Because this way was easier for me and someone did know the answer

Strange, this is what they told me:
Thank you for your business - we appreciate it! For your scope, I'd recommend no less than 25 in/lbs for the ring to base attachment, and between 13-17 in/lbs for the ring screws.

At 25 in/lbs I'm surprised you didn't snap the screws off.
