Guy had the work done by Sharp Shooter Supply. Looks like it was a left handed action that had the right port added.

There are others that can say more definitively, but I would imagine it wouldn't be easy with a Dremel, if it is even possible at all.
I really believe you need a mill for this type of work, but I could be wrong.

Is it 'possible' with a Dremel? Yes, however, without a jig and guide, the finished product may not be as good as you would like. Using the old method of drilling your ends on a press, then cutting the connecting lines with the Dremel is the closest I can figure to pulling it off. Having said that, the cost in drill bits, and cutting wheels, cuss words, files, elbow grease etc, I think is a lot higher than having someone with the specialized tooling to do the job, not to mention, the actual time involved will be much less for them. They will also know better how the port should be properly positioned to not effect operation of the action.
