Savage 220a receiver vs .223 pressures

The 220a 16ga receiver made to handle .223 pressures ?

I'd say no. The .223 is loaded to significantly higher pressures than any of the 220/219 series were ever chambered for at the factory, and I saw no Savage experimental 219 barrels among the ones Numrich Arms was selling off in the 1990s that were for cartridges at this level of pressure. The only one that might have got anywhere near .223 pressures was a .22 Rem Jet, and I don't think even that is very close.

Somebody may know better, but the "hottest" ctg. I've seen a 219 (re)chambered for was a .219 Zipper, unless the one I had in .30-40 Krag was hotter (doubt it).
