I just bought this used Savage 110E chambered in 30-06. It has a serial number of E8645XX.
From the research I have done on this site it was made before 1989 and maybe even made in the '70s.
The colors of the laminate stock match other Savage stocks I have seen in photos so I believe it probably is a Savage stock.
Some things on this rifle don't seem to be from the '70s or '80s. The front and rear sights are plastic, so is the trigger guard. The writing on the barrel looks like a vibrating engraving pen was used. Does this seem consistent with how they were made back then? Also, I didn't think they made multicolored laminate stocks back then either.
The receiver has a three position safety with no red paint to indicate fire. The receiver seems to be a little off center in the stock. It's a good tight fit, the inletting is just a bit to the left.
Is this whole rifle that old or is the barrel and stock newer then the receiver?
