What is the difference between Target Action and Varmint Action?

I know the Target Action has large shanks, and Varmint has small shanks.

My Varmint model 12BVSS in 300WSM has a large shank and accutrigger.

Trying to decide whether it's more economical to convert my existing rifle or build a new rifle.
