Savage/Stevens questions

I am in the market for a cheaper end 22-250. I have been doing a lot of research and have decided on the Stevens 200 or the Savage model 11FCXP3. My questions are this:
1. Is a rifle with a detachable magazine less accurate then a top feed?

2. Anyone know if I can buy this Savage without the scope and mounts? I like the gun just don't want or need the cheap Simmons scope.

3. If I can't buy this model of Savage is their one close in price with a detachable magazine or bottom hinge plate?

I have no idea where you are looking, but Savage rifles dont all come in a combo package. You might try Budsgunshop.com.
